Cost Management/Quantity Surveyor

Pre-Contract Phase

  • Liaise with client and other consultant to determine the clients initials requirement and subsequent development of the full brief
  • Prepare an initial budget estimate to assess the feasibility of the design proposal
  • Monitoring cost implication as the detailed design evolves.
  • Propose / Explore alternative methods, specification reduce the cost.
  • Suggestion and recommendations required with various cost benefit analysis.


Tender Phase

  • Pre- Qualification of contractors to understand their Financial capability Technical capability and Track record etc.,
  • Advising on appropriate contract package, tendering procedures, contractual arrangements and procurement methods including liaising with the client’s advisers.
  • Preparing and assembling form and content of the tender documents based on firm Bill of Quantities, Contractual arrangements. Evaluating, analyzing and report on tender submission, preparing clarification, checklists of ambiguities, participating in interviews of tenderers for the contract, negotiations’, prior to confirmation of an award.
  • Assisting in the preparation of agreements and other contract documents for the awarding the contract.


Post Contract Management

  • Reviewing previous financial advice, programmers and cash flows based on the tenders received.
  • Providing project cost control assessments and forecasts of expenditure and final cost including cost checks and costs of variation on a regular basis.
  • Establishing standard procedures with the contractor and subcontractor for monthly valuations of progress payment.
  • Preparing monthly valuations for progress payments incorporating materials on site and variations to the contractors for certification by the consultants in accordance with the contract conditions.
  • Reconciliation of all materials supplied by the client.
  • Preparing and agreeing final accounts incorporating the financial implications of claims including negotiations and settlement of contractual claims.


Billing Engineers

Understanding the Commercial, Technical, terms and conditions, bill of quantities, work order and agreement executed. Based on all the above documents preparing bill abstract with supporting detailed measurements L X B X D sheet, i.e measurements/quantities arrived from Good for construction drawings given to us, as per the norms of Indian standard – mode of measurements

Audits

Understanding the Commercial, Technical, terms and conditions, bill of quantities, work order and agreement executed. Including specifications correspondence, bids, contractor records, contract billings, change order documentation etc., and rechecking as per standard mode of measurement and submitting the final report .
